First, as the results on PSR show, BCAST (the more efficient broadcast protocol) achieves its high packet delivery ratio with fewer packet transmissions per packet delivered (counting only interested multicast receivers) then any other protocol. Second, due to the nature of the wireless media, it is rather unlikely that nodes that are not participating in a multicast group can actually utilize the media. All multicast protocols will elect nonparticipating nodes to relay data if this becomes necessary to reach all multicast receivers.
