Although broad inferences cannot be made from the six execucrats profiled here, insight is gained into some of the factors and attributes that contribute to effective administrative leadership in government. Moreover, this study suggests that effective governmental leaders can positively affect the quality of life not just for Americans, but for people in every part of the world. Future studies of execucrats via comparative biography are encouraged, in that they can lead to further insight into the actual leadership behaviours of administrative officials.

Hankey kept a diary comprising 'four large leather bound volumes, fitted with strong locks'. He began to keep it in 1915 and 'up to 1923 he kept it with regularity'. On the suggestion of Ramsay MacDonald, when he first became Prime Minister in 1924, Hankey resumed keeping a diary, and the last entry was dated 31 August 1942 (Roskill, 1970, p. 24). In addition, once Hankey's eldest son entered the Foreign Service in 1927, he began to write him long letters about current affairs and his own work.

Hankey's greatest achievement was the creation of the Cabinet Secretariat which first came into existence in 1916,' Sir George Mallaby 42 Bureaucrats and Leadership later wrote.
